An application is submitted at a visa application centre (VAC) by the applicant, and payment has been received for the biometric processing fee (unless the applicant is exempt from paying the fee). A biometric instruction letter (BIL) is provided by the applicant as proof that the applicant has already submitted a complete application to an Immigration, Refugees and Citizenship Canada (IRCC) office and paid the biometric fee (unless the applicant is exempt from paying the fee).

Dear all, Due to some technical problem on the CIC website the payment didn't include the biometric fee so I paid 150 CAD. After I sent a web form and asked them for a solution they updated my application which now has a section that is asked me to provide "Payment Receipt" and they also sent me a pdf which said I have to pay 85 CAD for biometric.

Biometric fee. You don’t have to pay the biometric fee when you submit your application, even if the system tells you to pay it. If you paid the fee, we’ll automatically refund it once we finalize your application. If you haven’t given biometrics in the last 10 years. Many applicants can give biometrics, since most visa application centres (VACs) and U.S. Application Support Centers (ASCs) are open.
