Yes, you can reschedule your biometrics appointment. If you can’t attend an early walk-in for biometrics appointment, the best thing to do is request to reschedule it. But, I recommend that you avoid it as it can take several weeks to months to get a new appointment date!

The applicant can change his/her purpose of travel such as another event in the near future, a pleasure trip to the US, etc. The applicant can then update the DS-160 with the new purpose of travel and go to the existing visa appointment with a copy of new DS-160 confirmation. I suggest option 3 for your friend.

Following the filing of such application, USCIS will normally schedule the applicant for an appointment to submit biometrics at an ASC in the U.S. (normally closest to the address of the applicant). USCIS has indicated that failure to complete the biometrics process will be considered an abandonment of the application and lead to a denial.

Yes you can reschedule your visa appointment and your biometrics too. You can even change the location of your interview (within the country) if you like. I have done both of these things, change the date and location and had no issues. As an afterthought : You cannot have two set of dates for interview/biometrics.

If you qualify for the interview waiver program, and are renewing your visa under the same category you can forego this appointment. Additionally, A-1, A-2, G-1, G-2, G-3, G-4, C-3, and NATO applicants are exempted from the fingerprint scan requirement.
