If you’ve given your biometrics before as part of an application for a visitor visa or study or work permit, your biometrics are probably still valid. Find out if your biometrics are still valid and when they expire by using the Check Status tool. If they’re still valid, you don’t have to give your biometrics again.

That's fine. You don't have to be in the U.S. when the reentry permit is issued; just when you file the application and when you have your biometrics taken. After the biometrics appointment, you may leave and arrange to have a friend or family member check your mail at your U.S. address and send the permit to you once it arrives.
