USCIS makes it very clear on their website and in their instructions that you have to have a good reason for needing to reschedule. You might have a work obligation or you could be sick.

Yes you can reschedule your visa appointment and your biometrics too. You can even change the location of your interview (within the country) if you like. I have done both of these things, change the date and location and had no issues. As an afterthought : You cannot have two set of dates for interview/biometrics.
