The Contracting States shall issue to refugees lawfully staying in their territory travel documents for the purpose of travel outside their territory unless compelling reasons of national security or public order otherwise require, and the provisions of the Schedule to this Convention shall apply with respect to such documents.

You must have a refugee travel document to return to the United States if you: Have refugee or asylee status but are not a lawful permanent resident (Green Card holder); or; Are a derivative asylee or refugee. If you do not obtain a refugee travel document before you leave the U.S., you may be unable to re-enter the United States or you may be placed in removal proceedings before an immigration judge.

According to this official document (Microsoft Excel required), among Schengen countries, US refugee travel documents are accepted for visa-free short term travel to Belgium, Bulgaria, Croatia, Germany, Hungary, Iceland, Italy 1, Slovakia and Slovenia. (Netherlands is missing from the spreadsheet entirely due to an apparent clerical error.

Maybe your country doesn’t have a functional government due to civil war or other events. Perhaps your country would refuse to issue you a passport because you are a political dissident. Refugee Travel Documents (Form I-571) are the answer to all these situations. Like Reentry Permits, Refugee Travel Documents can be used just like a passport.

A Refugee Travel Document can be used as a passport to travel to other countries. However, it is not the same as having a Canadian passport. Some countries which allow Canadians to enter visa-free require a visa from a sponsored person traveling with a Refugee Travel Document. It is the sponsored person’s responsibility to contact the consulate or embassy of the country where they would like to travel to check any visa requirements.
