Until then, the rights of EU citizens to travel freely to the UK and vice versa still exist. They may no longer exist after december 31st. In theory, if you have a residence visa/permit from one EU country, then that allows you to travel to other EU countries, including the UK. But brexit (and COVID-19) may make that more complicated.
