You need to bring this letter when you give your biometrics. You also need to bring your valid passport. Asylum claimants and protected persons with no passport. If you’ve been issued a biometric instruction letter but you don’t have a passport, you must bring one of the following documents to your appointment: your Refugee Protection Claimant Document (valid or expired) with your photo attached

You cannot give your biometrics at a Canadian port of entry (POE) unless you meet these 2 requirements: you’re eligible to apply for a study permit or work permit at a POE; you start and finish your application at the POE; Most applicants are not eligible to give biometrics at a POE.
